The decimal number 0.16 can also be written as 1610−2 and then it is easier to see that, since 16=44=42 and 10−2=(10−1)2=0.12,

0.16=1610−2=1610−2=420.12=40.1=0.4.

Another alternative is, of course, to see directly that 0.16=0.40.4=0.42, and then that 0.16=0.42=0.4.
